project development for municipalities

Do you require an administrative building, a rescue station, a school, or a social facility? Europlus develops the building according to your needs, has it constructed, and undertakes the investment. After handover, your municipality or institution uses the property based on a long-term lease agreement with a term of up to 30 years.

30 Years of planned use Developed according to need, invested in by Europlus, and leased to the user long-term.

Our model

A building to suit your needs – with no investment required from you

The municipality defines the uses, areas and functional requirements. Europlus develops an economically viable project from this, coordinates planning and construction, and provides the financing.

You will receive the completed building for long-term use. No own investment funds or municipal construction financing are required for this.

You describe the building you require. We develop, finance, and realise it – and lease it to you long-term.

Here's how it works

From your requirements to a ready-to-use building

01

Determine requirements together

You define location, usage, areas and functional requirements. We examine how a viable project can be developed from this.

02

Agree to long-term use

Before investing, building requirements, rental conditions, and contract duration will be clearly and bindingly agreed upon.

03

Plan, build and hand over

Europlus takes charge of the investment and project management, coordinates qualified planning and construction partners, and hands over the completed building to the occupier.

Typical Project Types

Buildings for permanently required public and social functions

The focus is on functional buildings that will be used long-term and are precisely tailored to the requirements of the municipality, public institution, non-profit organisation, or operator.

Education

Schools and educational institutions

Building for teaching, care and further long-term educational tasks.

Essential public services

Emergency services and public infrastructure

Functional new buildings for emergency services and other municipal tasks.

Administration

Administrative and functional buildings

Buildings tailored to the needs of administrations, public institutions, and specialised functional areas.

Social

Care, support and social facilities

Care homes for the elderly, sheltered housing and other buildings for social or operator-specific uses.

Our responsibility

Europlus invests and bears the project risk

Europlus develops the project based on your long-term requirements and the agreed tenancy agreement.

We coordinate land, planning, permits, financing, and realisation, and bring together the specialist partners involved.

The investment is made by Europlus or by a dedicated project company. The local authority or organisation acts as the long-term user.

Planning, legal, tax, and construction services are provided by appropriately qualified external consultants, planners, and executing companies. Europlus coordinates these services and is responsible for the overall project.

Investment basis

First, ensure the use; then, implement it

We only invest once the need, building requirements, economic viability, and long-term use have been clearly established. This provides both sides with a reliable foundation: the municipality gains planning certainty, and Europlus a viable investment perspective.
